DOMINICAN REPUBLIC OFFICE

The KOICA office in the Dominican Republic is looking to temporarily contract the services of experts to support the feasibility study of a new project, tentatively from November 28th to December 9th, according to the following qualifications and terms of reference:

1. Climate change governance and capacity building

■ More than 15 years of experience in the related field and ODA projects

■ People who have experience in planning or implementing climate change-related projects;

■ People who have experience in planning or implementing capacity building activities for climate change governance, policy establishment, and pan-governmental organizations;

■ Investigation on the National Policy and Status of Adaptation to Climate Change in the Dominican republic

  - Review of Dominican NDC policies and action plans

  - Investigation of strategies and projects for supporting climate change response of other development partners

■ Identify areas of climate change response that require development partner intervention through the establishment of a joint consultative body for climate change response

  -  A preliminary survey to derive priority tasks and action plans for responding to climate change through the operation of a joint consultative body

1. Investigation of cooperative enterprises and civic groups for cooperation in response to climate change and external financing

2. Planning for capacity building activities for the National Council for Climate Change and Clean Development Mechanism and pan-governmental organizations to achieve NDC and operate joint consultative bodies

3. Analysis of Project Conditions and Feasibility

4. Writing the Project Document, PDM(Project Design Matrix), Budget plan

2. Organization and operation of multilateral consultative bodies (Donor table/Cooperative committee)

■ More than 7 years of experience in the related field and ODA projects

■ Related experiences such as forming or participating in a consultative body (Donor table) of a development partner (donor institution) or supporting the operation (regardless of field)

● Presenting a model for establishing and operating a joint consultative body for development partners in response to climate change

● Joint consultative organization Identify potential development partners 

● Establishment of performance goals for the operation of the joint consultative body and establishment of a budget for supporting activities;

● Review of the results of the operation of the joint consultative body and the plan for knowledge sharing activities

● Analysis of the capacity gap of the council for the operation of the joint consultative body and proposal for support and supplementation plan

3. Creation and operation of a fund

■ More than 15 years of experience in the related field and ODA projects

■ People who have experience in planning or implementing projects related to multilateral cooperation fund or the basket funding

■ Propose plans and models for the creation and operation of multilateral cooperation funds or joint finance

■ Feasibility study of fund or joint financial operations

  -  Review of the Dominican republic’s pooled fund or basket fund operation related legislation or guidelines

  -  A Study on the Capacity Gap Analysis and Proposal for Support and Supplementation Plan of the council

● The legal iframework for fund management, operational protocols, audit mechanisms and measures to ensure transparency, criteria for the selection of funding projects, and follow-up performance evaluation measures are presented

● Review of project performance system and performance
