KOICA signs MoU with GoB (ICTD, LGD, and PMO) on “Digital Municipality” Project



The “Digital Municipality Service System” project’s aim is to establish a digital platform to manage all types of resources in an organized, effective and efficiency way and provide one-stop fast and accurate services to the people of Bangladesh.

KOICA (Korea International Cooperation Agency) has signed MoU (Memorandum of Understanding) on the Project called “Digital Municipality Service System” with ICTD (ICT Division), LGD (Local Government Division) and a2i Programme (Prime Minister’s Office) on May 7, 2018.

Honorable Minister Mr. Mostafa Jabbar, MOPTIT and on behalf of concerned organizations Dr. Zafar Ahmed Khan, ‘Senior Secretary, LGD’, Mr. Subir Kishore Choudhury, ‘Secretary, ICTD’, Mr. Md. Mustafizur Rahman, ‘Project Director, a2i’ and Mr. Joe Hyun-Gue, ‘Country Director, KOICA Bangladesh Office’ were present during the MoU signing ceremony.

This MoU targets to further accelerate the adoption of Digital Service and execute e- Government by digitalizing 10 Municipalities (Tungipara, Ramgoti, Faridpur, Jhenaidah, Natore, Singra, Pirganj, Tarabo, Mymensingh, and Sirajganj) in Bangladesh.

The project is expected to open new horizons for Bangladesh by making available of the easy process of getting public services like property management, online councilor certificate, holding tax, water bill etc. within a single system and the citizens would get all services through online, also by mobile devices.

The project will help to reduce the time of getting various public services. After implementing the whole project successfully, the Municipalities’ will become more efficient, cost effective in operation, reliable, more transparent, provide better services to citizens, and gain overall improved management in governance.

In today’s world, economic prosperity and development of a country rests on the ability to access and utilize information and knowledge. A successful ICT application in e-Governance gives one-stop solution for Bangladesh to achieve the vision of “Digital Bangladesh” by 2021.

In this light, KOICA has initiated to launch a project on “Establishment of the e-Government Master Plan for Digital Bangladesh” in collaboration with Bangladesh Computer Council, ICT Division. This project was initiated in 2014 with the grant of 3.2 million US Dollars grant. The main objectives include establishment of the e-Government master plan and action plan, implementation of the pilot project for e-Government and capacity Building of Bangladesh Government Officials.

As part of the objective of “Establishment of the e-Government Master Plan for Digital Bangladesh” KOICA aimed to implement a pilot project with ICTD, LGD & a2i for the purpose of catalyzing the realization of Bangladesh's e-Government master plan with budget of 1 million US Dollars(BD Taka 8 Crores) grant assistance. All the commitments under this project including modern technologies, invitational training in Korea and local training in Bangladesh, dissemination workshop and manual development, would be done.
