1.  Korea International Cooperation Agency intends to invite foreign and local eligible Bidders for Extension of Siem Reap Bypass Road for Cambodia.

¤ýSummary of Construction

 

  - Purpose

To contribute to easing the heavy traffic load inside Angkor historic site and to preserve the cultural heritage from the traffic pollution.

¨è Bid Type : Open Competitive Bidding  with Pre-Qualification

¨é Selection of the Successful Bidders : Selection by Negotiation

    (Technical Proposal 70% and Price Quotation 30%)

   - Among the bidders who receive at least 80% on the technical assessment, the bidder receiving

     the highest total score after a technical assessment (70% of the total) and a price assessment

     (30% of the total) will be selected as a preferred bidder for negotiation.

  - The preferred bidder will then be expected to negotiate with KOICA to lower the price below

     the prearranged price, among other things.

¨ê Technical Specifications of Construction

   - Please refer to attached the specification of construction

¨ë Others Conditions

  - It can be a joint venture and responsible party should be in charge of over 60% of all and the

    other party should be in charge of 20% at least.

 - Joint venture can be composed of 2 companies at most.

 - Please refer to the attached the Joint Venture Guideline for others.

¨ì Qualification for the Bid Participation

-  All bidders [Korean or non-Korean bidders] who desire to participate in KOICA's bidding for

   the works are required to register with the KOICA Procurement Team.

¡Ø Registration must be completed at least four(4) or five(5) business days prior to the bid

    opening date.

¡Ø Eligible Tender : any firms from any country

- All bidders should be passed according to the pre qualification requirements.

¨í Bidder's Pre-Qualification requirement

   - Please refer to the attached the Pre-Qualification Requirements

   - In the case of a joint venture, the responsible party should be screened and other members

     should submit the related verifying documents according to their roles by the closing date.

2. The available budget for this procurement assignment is 11,948,500,000 KWN and Bidders¡¯ Proposals should not exceed this budget. Any bid exceeding the project budget may result in rejection of its bid.(Please notice that the prearranged price is different from the available budget)

4. Language of Proposal: Korean

 

5. KOICA requires that bidders and contractors observe the highest standard of ethics during the procurement and execution of such contracts.  In pursuance of this policy, KOICA;

(a) will reject a proposal for award if it determines that the bidder recommended for award has engaged in corrupt or fraudulent practices in competing for the contract in question;

(b) will recognize a contractor as ineligible, for a period determined by KOICA.

 

6. The KOICA now invites sealed bids from eligible bidders from eligible source countries.

 

7. Interested eligible bidders may obtain further information on the bid form and inspect the bidding documents at KOICA [298 Siheung-dong Sujeong-gu, Seongnam-si Gyeonggi-do / Tel : 031-740-0184].

 

8. All bids must be accompanied by a bid security of not less than five percent (5%) of Total Bid Price or stated fixed amount. When a fixed amount is stated, it should be approximately five percent (5%) of the estimated cost of the Contract. and must be delivered in accordance with the Instructions to Bidders on or before 15:00 on Nov. 29, 2010

 

9. KOICA will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
