  □ The KOICA Fellowship Program is one of KOICA’s main projects to support partner countries secure human resources for their development. The primary objective of the Fellowship Program is to share important technical skills and knowledge as well as to build capacities for sustainable socio-economic development.

  □ As a first step to share the special experiences and knowledge of Korea, KOICA has been conducting grant aid and technical cooperation programs. Thus far, approximately 50,000 participants have participated in the Fellowship Program offered by KOICA. In 2014, KOICA plans to promote a various types of the Fellowship Program intended for about 4,600 participants.

  □ Policymakers and the technical staff members of partner countries are invited to learn about the development experience of Korea and acquire new technical and managerial skills. Furthermore, the Fellowship Program is greatly involved in promoting a positive image of Korea.

The KOICA Fellowship Program aims to:

  □ Support the sustainable socio-economic development of its partner countries by sharing Korea’s development experiences and knowledge.

  □ Push the development process forward by capacity building through human resource development (HRD).

  □ Promote understanding between the countries and build amicable relations with partner countries.

  □ 1963
  The Fellowship Program was started through USAID's funds to support partner countries.

  □ 1965
  The Korean government implemented the Fellowship Program as part of its budget.

  □ 1999
  The International Cooperation Center was established for the participants of the Fellowship Program.

  □ 2008
  The International Cooperation Center (ICC) moved to the location of the new KOICA building.

  □ 2012
  KOICA launched the new brand name “CIAT” for the KOICA Fellowship Program.

  □ “CIAT,” which means seed (씨앗) in Korean, represents the idea which CIAT stands for. A seed is small, but it can grow into a large tree. KOICA has launched its new brand name, Capacity Improvement and Advancement for Tomorrow (CIAT), with hopes of contributing to the socio-economic development of its partner countries.

  □ CIAT, which stands for Capacity Improvement and Advancement for Tomorrow, represents the vision and value of the Fellowship Program, highlighting positive and future-oriented aspects.

Standard Classification Definition
Participants Country-specific

-Programs that are based on the Country Partnership Strategy (CPS) and policy priorities of the recipient country.
-Programs that are customized for each recipient country reflecting its reality and demands.

Regional

-Programs that aim for solving regional shared development tasks in a region (target member nations grouped by continent, language or local community).

Global

- Programs that reflect several types of demand based on Korea's comparative advantages and foreign policy strategies.

Period Short-term

- Less than three months

Mid-term

- Three months to one year.
- Mainly for the science and engineering field which requires technology transfers, certificate acquirement, etc.

Long-term

- More than one year. - Professional programs such as scholarship programs.

Means of Cooperation Regular

- Programs that are entrusted to domestic organizations with KOICA finances.

Cooperative

- Programs that are financed collaboratively by KOICA and other donating nations or by KOICA and third nations.

Joint

- Programs where KOICA and international organizations or regional organizations share the financial burden.

  □ Education, Health, Public Administration, Agriculture, Forestry and Fisheries, Industrial Energy and others.

  □ Orientation: To improve understanding of Korea and to help participants adapt to the living environment through introducing Korea's development history, ODA, language and culture.

  □ Country Report: To share the situation and issues of certain fields in participating nations with others and develop practical measures to apply the knowledge, technology and experience that they have learned through the program to their field work.

  □ Fellowship Program (Including Industrial Inspection and Cultural Experience): To attain Korea's development experience and industrial expertise through lectures, practice, study visits and field trips in accordance with the program objectives.

  □ Action Plan: To present the participants' future plans and how they will apply the knowledge and technology learned through the program after they return to their home countries.

  □ Evaluation: To reflect their feedbacks to the next project of the following year, CIAT collects the final evaluation report of the participants.

  □ Plan and implement outcome-oriented programs

 ㅇ Substantial aid to promote an enabling environment, which allows recipient countries to voluntarily resolve their tasks of constant antipoverty and development.

  - Strengthen the ability of the group as well the individual through the improvement of capacity and knowledge.

  - Broaden the Country-Focused Fellowship Program by applying follow-up programs.

  □ Establish KOICA as a platform through its Fellowship Program

 ㅇ Reinforce the connectivity between the Fellowship Program and national projects (major government projects) while also supporting the fulfillment of international pledges.

 ㅇ In terms of the region-specific programs and joint programs that require Korea's comparative advantage aid provision, KOICA will identify its partner countries’ needs and reflect the results on its programs focused on the demands of multiple countries (this process will be applied starting from 2016).

  □ Reinforce global network by follow-up programs

 ㅇ Carry out strategic follow-up programs aimed at returned participants.

  - Vitalization of the alumni reunion, implementation of the post-management fellowship program, improvement of the newsletter, etc.

  - Collection of outcome cases and continued promotion.

   □Plan the substantiality of multi-year programs

o Promote the effectiveness of programs by continually promoting multi-year programs.

  □ Strengthen CIAT programs’ results-based management

 o An action plan is directly connected to the results regarding field works application. The arrangement of guidelines is provided for the establishment of fruitful action plan, and results-based management will be strengthened through action plan quality control.

 ※ Action Plan: specified specific plan created by participants on how they will apply their learned knowledge and experience after returning to their own countries.

 o CIAT selects the most applicable action plan designed in the course and funds a portion of the necessary budget to improve field application level.

  □ Improve sustainability by combining various follow-up programs

 o CIAT supports scholarship programs and local conferences for the trainees as well as follow-up management courses.

  □ Expand partnerships with other aid agencies and local community groups

 o With relation to ODA strategies or partner agencies’ skills, CIAT works to reform the whole system as well as cooperative fellowship programs to promote effectiveness.

  □ Improve scholarship programs

 o Open the new programs which are focused on governmental ODA policies and partner countries’ needs.

  - Agriculture, Forestry and Fisheries, Health, Industrial energy

 o Select an institution (university) to host programs and invite public participation for transparency and effectiveness of the program.
