Korea has supported Timor-Leste through grant-aid since 2001. KOICA Timor-Leste office was established in September 2010 and since then, has carried out numerous bilateral and multilateral projects, World Friends Korea program(dispatching volunteers and advisors) and held invitational fellowship programs.

Bondia Welcome to KOICA Office in Timor-leste The Republic of Korea has a history of contributing to the independence of East Timor as a new country in the 21st century by dispatching peace keeping force(PKO). The Korea International Cooperation Agency(KOICA) is playing a role of a stepping stone as a representative agency providing grant aid to strengthen historic friendly cooperation between Korea and Timor-Leste. Timor was independent in 2002, but as the poorest country, they are in desperate need of support from the international society to solve the socio-economic challenges such as overdependence economic structure on petroleum industry which accounts for more than 90% of government income, high youth unemployment rate(16.7%, 2016), Chronic malnutrition(26.9%, 2018), high infant and maternal mortality rate, low secondary school enrollment rate and literacy rate in adult. The KOICA has provided grants for about $75million through 2019, since it started grant aid in 2001 and opened official office in 2010. beginning to solve the Basic Human needs such as Health(maternal health, prevention of infectious diseases, improvement of drinking water), basic education(textbook development and distribution, youth education), nutrition improvement(maternal nutrition, aquaculture industry promotion), KOICA has been supporting youth's employment capabilities both at home and abroad through vocational training(TVET), and strengthening government’s governance(anti-corruption, election management) for a newly independent country. In addition, in order to supplement the lack of governance of government, a vulnerable country, various cooperation projects are underway with multilateral aid organizations. KOICA in Timor Leste will comply with the international regulation of aid for development of timor leste with deep historical tie with Korea and will discover and push ahead with the cooperation project which give direct benefit to a large number of timorese in accord with the policy of government in Timor leste
